Coverage for applicants under age 19
ODS is pleased to offer coverage to child-only applicants under the age of 19.
Our current policy for the Oregon individual medical market, which is subject to change, is as follows:
Child-only applications (child under 19)
- Addition of dependent applications, unless accompanied on the application by a parent or guardian, will follow the child-only rules
- If the application was received prior to September 23, 2010, we are currently processing these applications with no underwriting
- If the application was received on or after September 23, 2010, and outside of an Open-Enrollment Period (OEP)*, we are returning these applications to the applicants and informing them of our OEPs
- Child-only applications will be accepted during OEPs, guaranteed issue for the next OEP effective date
- Follow the Child-only rules
- Child-only upgrade applications will be accepted during the OEPs
- Addition of dependents due to birth or adoption follow the pre-reform rules: Notify ODS Billing & Eligibility within 30 days following birth or adoption for enrollment as of the birth or
adoption date
Family applications
ODS will continue to offer coverage to children under age 19 if they are part of a family policy. Family applications will be accepted at anytime throughout the year.
Family Applications (at least one parent or guardian 19 or older and one or more child under 19)
- These applications are currently being processed, without underwriting on the children, regardless of the date of receipt, children follow the parents for effective date
- If all parents or guardians on the application are declined, the application becomes a Child-only application. Please see rules above.
- If, in the prior scenario, the application was received during an OEP, but the adults were underwritten after the end of the OEP, the resulting Child-only application(s) will be treated as though
they were received during the OEP
*Open-Enrollment Periods (OEP)
- Applications received between November 1, 2010 and December 31, 2010 will be given an effective date of January 1, 2011
- Applications received during February will be given an effective date of March 1
- Applications received during August will be given an effective date of September 1
